They serve to regulate cases where using author's works can be performed by reducing copyright, absolute rights for reasons accurately and clearly specified by law. Limitations of rights within the law serve to reach balance between author's rights and community interests for even broader and more massive exploitation of authors' works. Cases of limitations and exceptions are stipulated in almost every modern national laws worldwide (in any individual cases of exploitation of author's work, the name of the author of a work and the source where the work is taken from, publisher of the work, year and place of issue, magazine, newspaper, television or radio station where the work, i.e. fragments of the work were originally published or directly taken from etc. must be indicated).

In any particular case of using the work, the range of limitations of exclusive rights cannot be in contradiction to normal exploitation of the work, nor must unreasonably violate author's legitimate interests (so called “three step test”).
